Ever since the dark days of World War 2, when the Swedish government was striving to prevent sections of society from joining the war – on the side of the Germans – Swedish policy has always been to try to build a consensus around military and security policy. The irresponsibility of the Swedish right isn’t doing them any favours in this election year in Sweden, but the more measured approach of the Social Democrats seems to be paying off in terms of political support.
However, gesture politics need to be tempered with a taste of reality: the reason that the Swedish government has the resources to increase military spending is that the Social Democrats repaired the damage to the Swedish economy caused by the right-wingers. The Swedish right’s knee-jerk reaction was ‘not enough’, but the problem with a huge increase in military spending is that it can’t be done quickly. Equipment purchases take time and people need to be trained to use it. 6,000 18 year-olds will be conscripted this year … but that’s out of a pool of around 100,000 men and women in that age group. This is an increase of 50% compared with last year … but you can’t just conscript 100,000 people without the barracks to station them in, the trainers to train them and the equipment for them to use. On the other hand ‘Join NATO Now!’ and ‘Not Enough!’ makes for good newspaper headlines and social media posts.
The political opposition in Sweden likes gesture politics … and, like a lot of conservatives, engages in ‘Look! There’s a squirrel!’ tactics in order to distract attention from their own mistakes and failings. The current Swedish government of Social Democrats (and the Greens until a few months ago) has been redressing the drastic cutbacks in defence spending that the previous right-wing government pushed through (you can’t go around handing out tax cuts to rich buddies without cutting back somewhere). Conscription was reintroduced a few years ago and the Social Democrats have just done two things which are a drastic departure from decades of Swedish government policy: war matériel has been supplied directly to Ukraine (including 5,000 AT4 anti-tank missiles) and defence spending is planned to be increased to 2% of GDP. Prior to the invasion of Ukraine, Swedish government policy was always to refuse to send war matériel directly to places with ongoing wars and conflicts.
